On November 26, 2024, the Parliament Council on the Rights of Women, Children and Gender Equality of the Kyrgyz Republic, supported by the International Labour Organization (ILO) and UN Women, convened to launch the 16 Days of Activism Against Gender-Based Violence. At this meeting, discussions centered on the implementation of the ILO Convention No. 190, focusing on outcomes from the Central Asian Women Leaders’ Dialogue and monitoring results of the National Action Plan 1325 “Women, Peace and Security.”
Antje Grawe, the UN Resident Coordinator in Kyrgyzstan, emphasized the need to eradicate gender-based violence, aligning it with the goals of the 2030 Agenda. She praised Kyrgyzstan for being the first Central Asian nation to ratify the ILO Convention on Violence and Harassment in June 2024, marking a significant advancement towards ensuring safe and fair workplaces.
Özge Berber Agtaş from the ILO initiated a series of policy dialogues aimed at addressing violence and harassment at work, showcasing legislative measures from various countries in line with ILO Convention No. 190. Attention was drawn to the Ministry of Labour’s proposed amendments to labor laws to align with these provisions.
The meeting fostered knowledge sharing on effective strategies to combat workplace violence and harassment, resulting in the adoption of recommendations by the Council. The Vice-Speaker of the Parliament, Ms. Dzhamilya Isaeva, highlighted the commitment of the Kyrgyz Parliament to uphold international standards and the goal of enhancing legislations to ensure decent living conditions for all citizens.
With over 40 participants, including MPs and representatives from various organizations, the Council took significant steps to ensure the effective implementation of ILO Convention 190. The Ministry of Labour is expected to review these amendments, paving the way for a comprehensive draft law in accordance with ILO standards.
The ILO Convention No. 190, adopted in 2019, serves as a landmark international standard aimed at addressing violence and harassment in the world of work. By establishing guidelines for its implementation, the convention asserts the right of all individuals to work in environments free from such conduct. The discussions held in Kyrgyzstan reflect the growing global awareness and need for legislative measures that prioritize workplace safety, gender equality, and the elimination of gender-based violence as part of social and economic development.
