DGSN Signs Agreement to Strengthen State Defense in Courts

The General Directorate of National Security (DGSN) and the Kingdom Judicial Agency (AJR) have signed a partnership agreement to enhance cooperation in defending state interests in legal matters. The agreement includes commitments for coordinated defense procedures, risk management, and improving public confidence in law enforcement. These efforts follow the DGSN’s recent successes in reducing crime and advancing digital transformation initiatives.

In a significant move to fortify its legal defenses, Morocco’s General Directorate of National Security (DGSN) and the Kingdom Judicial Agency (AJR) officially entered into a partnership agreement on Wednesday at the Ministry of Economy and Finance’s headquarters. Theagreement, signed by key officials including Economy and Finance Minister Nadia Fettah, aims to enhance cooperation in protecting state interests within judicial frameworks.

This collaboration will target litigation management, risk assessment, and the defense of state interests in court. It also emphasizes the importance of sharing legal expertise and improving administrative services to bolster public confidence in governance.

The agreement outlines commitments from the involved parties, including coordinated defense strategies and tracking the enforcement of judicial rulings favoring the DGSN and its personnel. Additionally, it aims to safeguard the rights of police officers by ensuring the enforcement of the “State Protection” principle during their duty.

To facilitate the effective implementation of this agreement, a Steering Committee will oversee the development of collaborative action plans and establish operational guidelines. A Technical Committee is also designated for executing these plans and creating future initiatives to strengthen cooperation.

Building on prior efforts, this agreement follows a September 2022 collaboration between DGSN and the National Human Rights Council (CNDH), which aimed to bolster training within law enforcement. Notably, a recent training initiative was launched to address migration and Morocco’s obligations in protecting the rights of migrants.

According to the DGSN’s 2024 annual report, the agency has reported a commendable 10% drop in violent crime since the previous year, with a staggering 95% resolution rate of the 755,541 documented criminal cases. Furthermore, the DGSN dismantled 947 criminal networks involved in organized crime and arrested 1,561 individuals.

The report also highlighted the agency’s advancements in digital transformation, with the issuance of nearly 4.7 million electronic national identity cards in 2024, and DGSN’s elevated role at the international level as it secured the Vice President position for Africa at Interpol during Glasgow’s 92nd General Assembly.
