India and Belgium to Finalize Defence Cooperation Pact This Year

India and Belgium aim to finalize a defence cooperation agreement by year-end. This pact seeks to strengthen military ties and industrial collaboration, with both countries emphasized on the importance of shared defence capabilities amidst changing geopolitical dynamics. Belgian officials express optimism about the partnership, including participation in defence tenders and ongoing support for Ukraine.

India and Belgium are poised to finalize a defence cooperation agreement by the end of this year, aimed at enhancing collaboration between their armed forces and defence industries. Belgian Defence Minister Theo Francken highlighted the significance of this pact, describing it as a “very big step” towards fostering structural cooperation. He made these remarks during a media briefing held alongside Belgian Foreign Minister Maxime Prévot after their meeting with Indian Prime Minister Narendra Modi.

Prime Minister Modi has urged both nations to establish a task force in New Delhi and Brussels to expedite the agreement’s conclusion. Belgain Minister Francken mentioned that a defence attaché will be appointed at the Belgian embassy in New Delhi to facilitate military and industry communications. He emphasized the importance for both countries to improve their defence capabilities through mutual learning and collaboration.

Additionally, Minister Francken asserted, “Peace through strength – I think that is the new message we want to give.” Minister Prévot underscored the changing geopolitical landscape due to US policies and stressed the necessity for strengthened ties between India and Belgium. “Times are changing and we need to absolutely reinforce ties between Belgium and a powerful democracy like India,” he stated.

The visit of Princess Astrid, accompanied by a Belgian economic mission with representatives from 200 companies, underscores the significance of strengthening the partnership with India. Belgian SMEs are positioned to significantly contribute to India’s supply chains in various sectors, notably defence and high technology.

Moreover, the Belgian firm John Cockerill Defence is participating in an Indian Army tender for light tanks designed for mountainous regions bordering China, showcasing their collaboration with Mumbai’s Larsen & Toubro for the Zorawar light tank program. Minister Francken expressed optimism regarding the contract’s outcome.

While the ministers did not specifically discuss the US-Ukraine situation with Prime Minister Modi, they recognized the need for a cohesive response. Minister Prévot noted, “We are seeing that times are complicated, times are changing,” and emphasized the importance of strategic autonomy in the defence sector. He concluded by reaffirming Belgium’s support for Ukraine amidst ongoing conflicts.

In response to the Ukraine conflict, India has reiterated that a resolution cannot be achieved through military means, advocating for dialogue and diplomacy to foster lasting peace.

In summary, India and Belgium are working towards finalizing a significant defence cooperation pact within the year to strengthen military ties and enhance industrial collaboration. Both countries recognize the changing geopolitical landscape and the need to bolster their respective defence capabilities. This collaboration is seen not only as a strategic advantage but also as a critical framework for future partnerships in various sectors. Belgium’s commitment to appointing a defence attaché and participating in Indian military tenders exemplifies its dedication to deepening ties with India.
