On March 4, the Rwandan government condemned a statement from Global Affairs Canada regarding the conflict in eastern Democratic Republic of Congo (DRC). The statement, made by Canadian officials, labeled Rwanda’s actions as defamatory and unacceptable, particularly regarding the alleged presence of the Rwanda Defence Force and its support for the M23 rebel group. Rwandan officials asserted that Canada’s accusations exacerbate the ongoing crisis rather than contribute to a resolution.
The Rwandan government emphasized that Canada’s statement fails to acknowledge the grave human rights violations perpetrated by the DRC government against civilians, particularly in South Kivu. Kigali pointed out the ongoing attacks on Banyamulenge villages by the DRC armed forces, asserting that Canada’s silence on these matters is “wrong and shameful.” They declared the need for accountability on both sides rather than placing sole blame on Rwanda.
In response to Canada’s allegations, Rwandan authorities indicated they would seek clarification. The Canadian government, as a result of these concerns, announced the suspension of exports of controlled goods and technologies to Rwanda, halting new government-to-government business engagements, and reviewing participation in international events in Rwanda.
Kigali firmly stated that punitive measures would not resolve the existing conflict. Notably, Rwandan officials reaffirmed their commitment to collaborating with regional actors to advance an African-led mediation process while ensuring the protection of their national security and interests.
The Rwandan government has expressed strong discontent regarding Canada’s recent statement concerning the DRC crisis, labeling it as defamatory and indicative of a biased narrative. Rwanda holds that Canada’s failure to address the DRC government’s human rights violations undermines peace efforts. In light of new sanctions imposed by Canada, Rwanda remains committed to seeking collaborative solutions within the region.
