Patrice Mugenzi, the Minister of Local Government, shared this news during the graduation ceremony held at the Iwawa Rehabilitation Centre on March 5.
Mugenzi stated that one exemplary trainee from each district will receive a cow, chosen by their peers, as an incentive to deter recidivism. The Girinka programme aims at improving the livelihoods of these individuals through the provision of livestock. Over 6,400 individuals have graduated from rehabilitation centers, being reintegrated into society after acquiring skills in various trades such as agriculture, tailoring, and masonry.
Rehabilitation officials have expressed concern over the roughly 17 percent rate of return to rehabilitation centers after engaging in delinquent activities, including substance abuse. Fred Mufulukye, the Director General of the National Rehabilitation Service (NRS), emphasized the importance of vocational training as well as securing employment upon re-entering the community to prevent recidivism. He highlighted the necessity of providing jobs to lessen the chances of returning to delinquency.
Graduate Jack Germain Tuyishime, who is 28 years old and from Kigali, shared his positive experience at Iwawa. He remarked on the helpful sessions with psychologists and how they will assist him in reintegrating into his community. With a university degree in mass communication, he has received training in the clothing industry and is also prepared to engage in public relations work.
Another anonymous graduate expressed his commitment to national development, noting that he no longer perceives himself as a threat to society. He acknowledged his past choices and is motivated to contribute positively to his community.
