Iran has refused to negotiate based on US President Trump’s terms and engaged with Russia for dialogue. Trump recently reinstated maximum pressure on Iran while expressing interest in discussions. Following the US withdrawal from the JCPOA, Iran has advanced its nuclear strategy, suspending certain treaty obligations but denies pursuing atomic weapons.
Iran has communicated to Russia that it will not engage in negotiations under the conditions set by US President Donald Trump, as stated by a senior Iranian official to reporters. This announcement comes during a visit by Russian Foreign Minister Sergey Lavrov, who indicated his willingness to facilitate dialogue between Iran and Washington through diplomatic means. Iran welcomed Russia’s diplomatic initiative but remains firm on its stance regarding Trump’s terms.
In a related context, President Trump signed an executive order on February 5 to reinitiate maximum pressure against Iran, expressing a desire for dialogue with the Iranian leadership while hoping that such pressure would be limited in frequency. Notably, the Joint Comprehensive Plan of Action (JCPOA) was enacted on January 16, 2016, involving Iran and the P5+1 nations, but the US withdrawal from this agreement in May 2018 led to the imposition of new sanctions against Iran starting November 2018.
Following the US withdrawal, Iran declared its intent to no longer adhere to the JCPOA’s terms. By the end of 2020, the Iranian parliament resolved to actively advance its nuclear strategy in response to sanctions, effectively suspending further implementation of certain agreements from the deal. This decision included halting compliance with the Additional Protocol effective February 23, 2021, consequently limiting the International Atomic Energy Agency’s monitoring capabilities by 20–30 percent.
Despite these developments, Iran has clarified that it is not pursuing the development of atomic weapons and does not condone the manufacture of weapons of mass destruction, maintaining that its strategic focus is on peaceful nuclear technology applications.
