Qatar Advocates for IAEA Safeguards on Israeli Nuclear Facilities

Qatar calls for international efforts to place all Israeli nuclear facilities under IAEA safeguards and for Israel to join the NPT as a non-nuclear state. On March 8, 2025, the State of Qatar urged intensified global efforts to ensure all Israeli nuclear facilities are placed under the safeguards of the International Atomic Energy Agency (IAEA) and called for Israel to accede to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as a non-nuclear state. This statement was delivered by His Excellency Jassim Yacoub Al Hammadi, Qatar’s Ambassador and Permanent Representative to the United Nations Office and International Organizations in Vienna, during an IAEA Board of Governors session addressing Israel’s nuclear capabilities and the situation in the occupied Palestinian territories.

His Excellency Al Hammadi emphasized the obligation of the international community to uphold commitments made under various UN resolutions advocating for Israel to subject its nuclear facilities to IAEA safeguards. He mentioned that many of these resolutions specifically call for Israel to join the NPT as a non-nuclear state, highlighting that all Middle Eastern nations, except Israel, are parties to the NPT and have effective safeguard agreements with the IAEA.

The Ambassador pointed out that Israel’s ongoing aggressive policies include promoting extremist calls for the forced displacement of Palestinians, escalating military actions in the West Bank, obstructing humanitarian aid to Gaza, and restricting UN operations through the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

In addition to his statements, HE Al Hammadi revealed that Qatar submitted a memorandum to the International Court of Justice regarding a request for an advisory opinion based on a UN General Assembly resolution from December 19, 2024. This memorandum seeks clarification on Israel’s obligations towards the UN and other international entities regarding humanitarian access in the occupied territories.

Furthermore, the memorandum underscores Israel’s duty to allow UN and humanitarian organizations, particularly UNRWA, to operate effectively. It also stresses the importance of Israel respecting the properties and personnel of these organizations, which include schools, medical facilities, and essential infrastructure.
