On Monday, the Organization of American States (OAS) elected Albert Ramdin as its new Secretary General, making him the first Caribbean leader of the organization. Ramdin, who has served as the Foreign Minister of Suriname since 2020, succeeds Uruguayan diplomat Luis Almagro and will hold the position until 2030. His previous experience includes two terms as the OAS Assistant Secretary General from 2005 to 2015.
Ramdin has emphasized the necessity for improved efficiency within the organization and has called for enhanced support to Haiti, which is currently contending with armed gangs amid inadequate international assistance.
The Surinamese government noted, “This is the first time in the history of the OAS that a representative from the Caribbean has been elected Secretary General.” The statement also acknowledged the significant support Ramdin received from member states.
President Chan Santokhi of Suriname commended Ramdin’s capabilities, referring to him as a “trusted advisor” and an “adept diplomat.” Although Suriname is situated on the South American continent, it maintains strong diplomatic relations with the Caribbean Community (CARICOM).
The nation has opposed sanctions imposed by Washington against Venezuela and has supported Guyana in its territorial dispute with Venezuela over the Esequibo region. Venezuela had previously declared its intent to exit the OAS in 2017, yet the organization has continued to recognize representatives from the country’s political opposition.
Diverse representation is essential, particularly for smaller Caribbean nations grappling with issues such as debt, gun crime, and climate change. Diplomats from other CARICOM countries have expressed optimism that Ramdin’s leadership will enhance this diversity. Ramdin will concurrently serve as Suriname’s Foreign Minister until May 25, coinciding with Almagro’s term conclusion and the upcoming national elections in Suriname.
