Canadian officials condemned alleged human rights violations in the DRC and announced the suspension of permits for controlled goods exports, halted government-to-government business initiatives, and paused trade missions with Rwanda. Moreover, Canada will reassess its involvement in international events hosted in Rwanda and the country’s proposals for future engagements.

The UK government has also adjusted its stance by withdrawing high-level attendance from events facilitated by the Rwandan government. In response, Rwandan officials labeled the Canadian sanctions as “shameful,” asserting that such measures will not resolve the ongoing conflict in the region.

Rwanda’s commitment to enhancing its tourism sector is emphasized through its Strategy for Transformation, which aims to position the country as a premier global MICE destination by 2029. According to data, Rwanda secured the second position in Africa for in-person meetings in 2023, following South Africa.

Rick Taylor, CEO of The Business Tourism Company, noted that he has not observed any significant impact on tourism operations despite the imposition of sanctions by various countries. He highlighted Rwanda’s substantial investments in the tourism sector over the past decade, which expanded beyond basic leisure offerings, particularly in gorilla tourism, to include enhanced air connectivity and infrastructure such as the Kigali Convention Centre.

Rwanda’s MICE strategy, centralized in the Office of the President, spearheads conferences, business meetings, and a particular focus on significant sporting events. The nation demonstrated its commitment to this strategy at the Meetings Africa event held in Johannesburg.

Furthermore, Rwanda has heavily invested in grassroots sports and infrastructure, currently competing with South Africa to host Formula One racing in Africa. Additionally, Rwanda will host the Union Cycliste Internationale Road World Championships in September, marking the first time this event will take place on the African continent. Taylor remarked that such events significantly elevate Rwanda’s profile internationally, although the European Parliament has recently called for its cancellation amid claims of Rwanda’s ties to the M23.

Moreover, DRC’s Foreign Minister, Thérèse Kayikwamba Wagner, has urged the Formula One Group’s CEO, Stefano Domenicali, to discontinue talks with Rwanda concerning future racing engagements.
