Qatar emphasizes its commitment to combating terrorism through regional and multilateral cooperation, highlighted by the hosting of key UN counter-terrorism initiatives. The country recognizes the importance of addressing the root causes of terrorism and aligning efforts with international standards, as stated during a recent Human Rights Council dialogue.
On March 11, 2025, Qatar reaffirmed its dedication to combating terrorism through various avenues including bilateral, regional, and multilateral cooperation. The nation has actively supported numerous counter-terrorism initiatives, notably by hosting the United Nations Office of Counter-Terrorism’s (UNOCT) International Hub on Behavioral Insights to Counter-Terrorism and the Program Office on Parliamentary Engagement in Preventing and Countering Terrorism.
This announcement was made by Hamad Nasser Hamad Al Suwaidi, Third Secretary at the Ministry of Foreign Affairs’ International Organizations Department, during an interactive dialogue at the 58th session of the Human Rights Council in Geneva. Al Suwaidi highlighted the vital contributions of regional organizations and civil society in addressing the root causes of terrorism and extremism, while ensuring that counter-terrorism measures align with international legal standards.
He pointed out that terrorism poses considerable threats not only to international peace and security but also to human rights and the achievement of the 2030 Agenda for Sustainable Development. Al Suwaidi noted the correlation between human rights violations, lack of development, and the proliferation of terrorism.
Moreover, he underscored the necessity of the complete implementation of the Pact for the Future, emphasizing Action 23, which focuses on adopting comprehensive strategies to create a terrorism-free future. Qatar aims to enhance coordination with the United Nations and relevant regional organizations to effectively and lawfully prevent and combat terrorism.
Qatar’s reaffirmation of its commitment to counter-terrorism underscores the importance of multilateral cooperation and adherence to international standards. The engagement in the Human Rights Council reflects Qatar’s recognition of the interlinked nature of development, human rights, and security in countering terrorism. By hosting critical UN initiatives and fostering collaborative efforts, Qatar is positioning itself as a proactive player in the global fight against terrorism.
