The EU, led by Kaja Kallas, endorsed Egypt’s $53 billion plan to rebuild Gaza, emphasizing support for a future Palestinian state and the exclusion of Hamas. The plan aims for recovery based on mutual acceptance by Israelis and Palestinians and reaffirms the PA’s governance role in Gaza, countering U.S.-proposed interventions.
The European Union, represented by High Representative for Foreign Affairs and Security Policy Kaja Kallas, has expressed strong support for the Arab Recovery and Reconstruction plan proposed by Egypt during a recent summit in Cairo. Kallas described the plan as significant for discussions regarding the future of Gaza and stated that it would be further deliberated with Arab partners in the context of ongoing EU-UN cooperation.
The EU has reaffirmed its commitment to establishing a future Palestinian state, which encompasses Gaza, and emphasized its intention to collaborate with the international community on reconstruction efforts. The EU highlighted that any recovery initiatives must operate within a sustainable political and security framework that gains acceptance from both Israelis and Palestinians, fostering peace and safety for all involved.
Furthermore, the statement from the EU indicated a firm stance against Hamas’s involvement in the governance of Gaza, aiming to eliminate any threats to Israel. The EU has pledged ongoing support, both politically and financially, to the Palestinian Authority (PA) and its reform initiatives, facilitating the PA’s return to the governance of Gaza.
During the Arab leaders’ meeting held in Cairo on March 4, a $53 billion plan was endorsed to facilitate the rebuilding of Gaza over the next five years, ensuring the residents remain on their land. Palestinian President Mahmoud Abbas voiced that under this framework, the PA will regain control of the Gaza Strip.
This Egyptian initiative has been presented as an alternative to a controversial proposal proposed by former U.S. President Donald Trump, aimed at transforming Gaza into a high-end tourist destination, dubbed the “Riviera of the Middle East.”
The European Union has underscored its support for Egypt’s Arab Recovery and Reconstruction plan for Gaza, committing to work alongside Arab partners and the international community. The initiative reinforces the EU’s goal of a future Palestinian state, insists on the exclusion of Hamas from governance, and promotes sustained support for the Palestinian Authority’s return to oversight in Gaza. This reconstruction strategy is positioned as a counterproposal to earlier foreign interventions.
