India and Mauritius have elevated their relations to an ‘enhanced strategic partnership’ by signing eight agreements aimed at improving cooperation in sectors like trade and maritime security. On Wednesday, India and Mauritius advanced their relationship to an ‘enhanced strategic partnership’ by signing eight agreements aimed at bolstering cooperation across various sectors including trade and maritime security. Prime Minister Narendra Modi emphasized this collaboration during his visit to Port Louis, coinciding with the national day celebrations, where he participated as the chief guest alongside members of the Indian armed forces.
The agreements established focus areas such as the promotion of national currencies for cross-border transactions, sharing of maritime data, the joint fight against money laundering, and support for the Micro, Small and Medium Enterprises (MSME) sector. During discussions with Mauritian Prime Minister Navinchandra Ramgoolam, Modi articulated a fresh vision for the Global South titled “MAHASAGAR,” standing for “Mutual and Holistic Advancement for Security and Growth Across Regions.”
The intent behind this new framework is to articulate a unified priority for a free and secure Indian Ocean, highlighting the importance of defense cooperation and maritime security within the strategic partnership. Modi affirmed India’s commitment to safeguarding Mauritius’ Exclusive Economic Zone, stating, “We are committed to extend full cooperation in the security of Mauritius’ Exclusive Economic Zone.”
The vision, which follows Modi’s previous ‘SAGAR’ initiative introduced in 2015, aims to foster regional stability and prosperity while addressing China’s growing influence in the Indian Ocean. Modi described the MAHASAGAR approach as one that would facilitate trade development, capacity building for sustainable growth, and mutual security through technology sharing and concessional financial assistance.
Among the agreements, India pledged its support for the construction of a new Parliament building in Mauritius, symbolizing its commitment as the ‘Mother of Democracy.’ Furthermore, Modi assured comprehensive assistance for the Mauritian Coast Guard and announced plans for a policing academy and a national maritime information center, alongside enhancing cooperation on white shipping and hydrography.
Moreover, India supports Mauritius in negotiations with the UK regarding the Chagos Islands, with expectations of a favorable resolution following a recent agreement for the UK to relinquish its sovereignty. The discussions around the Chagos Islands reflect the close ties and mutual interest in regional sovereignty.
Modi and Ramgoolam upgraded the partnership status, signifying mutual support in development, education, health, and defense, asserting that both nations have always maintained a collaborative spirit in various endeavors. Several development initiatives were also announced, including modernization of water pipelines and the initiation of community development projects worth 500 million Mauritian rupees.
India’s ongoing projects in Mauritius highlight its longstanding relationship, particularly given that those of Indian origin make up approximately 70% of Mauritius’ population. The countries have maintained robust trade relations since 2005, underscoring the importance of this partnership in fostering economic growth.
