Mozambique’s Government to Enact National Development Strategy ENDE 2025-2044

The Mozambican government will introduce the National Development Strategy (ENDE) 2025-2044 into law, focusing on inclusive and sustainable development. The Mozambican government is poised to pass into law the National Development Strategy (ENDE) 2025-2044, which serves as a comprehensive planning tool that reflects societal consensus on Mozambique’s future development priorities. The Council of Ministers approved this proposal on November 3, 2023, and it is now set for submission to the Assembly of the Republic.

Minister of State Administration and Public Service, Inocêncio Impissa, stated that ENDE seeks to foster sustainable, inclusive, equitable, and resilient development, focusing on economic growth, enhancing the quality of life for Mozambicans, and decreasing inequalities. A reassessment of the strategy became necessary following violent post-election protests in mid-October, which disrupted key economic sectors.

Funding for ENDE’s implementation will derive from existing strategies, policies, and the sectoral programs established over the strategy’s duration. During the same cabinet session, the administration reviewed the initial implementation phase of its governmental plan, indicating notable progress.

After 54 days of governance, out of 96 performance indicators, 68 demonstrated a fulfillment rate exceeding 50%, 18 fell between 25% and 49%, and 10 recorded below 24%. The strategy also emphasizes maintaining economic and social stability amid ongoing political unrest, centered around protests led by supporters of the defeated presidential candidate, Venâncio Mondlane.

Impissa articulated the importance of initiating dialogue, stating that to resolve destabilization, those who contributed to unrest must participate in discussions. This inclusive approach aims to develop collective solutions to foster peace and stability, ensuring a hopeful future for all Mozambicans.
