South Sudan Seeks Guidance from Kenya’s Parliamentary Commission

The Transitional National Legislature of South Sudan visited Kenya to benchmark the Parliamentary Commission’s practices. Led by Chairperson Stephen Ajongo Akol, the delegation aims to enhance their parliamentary effectiveness. PSC Chairperson Moses Wetangula expressed commitment to supporting South Sudan’s parliamentary development, highlighting the historical ties between the countries.

The Transitional National Legislature of the Republic of South Sudan has undertaken a visit to Kenya for benchmarking purposes regarding the Parliamentary Commission’s operations. The newly established commission aims to bolster its effectiveness in enhancing the legislative and oversight functions of its Parliament. Spearheaded by Chairperson Stephen Ajongo Akol, the commission was welcomed by PSC Chairperson Moses Wetangula at the Parliament buildings on March 12.

Chairperson Akol remarked, “We are here for benchmarking; our commission is new,” while accompanied by various parliamentarians. He noted that their primary objective was to examine successful practices of the Kenyan PSC. Wetangula, recalling his role in the independence of South Sudan in 2011, emphasized Kenya’s readiness to support its neighbor in establishing effective parliamentary systems, stating, “Your country was midwifed in Kenya. The peace you enjoy today is, in many ways, a product of Kenya’s dedication.”

Wetangula further encouraged the South Sudanese delegation to engage with the Centre for Parliamentary Studies and Training (CPST) for capacity building. Meanwhile, Nyandarua MP Faith Gitau underlined the importance of equitable treatment among commission members, asserting, “PSC serves all members irrespective of their political parties. We treat them equally, not equitably.”

The parliamentarians from South Sudan expressed profound respect for Kenya’s parliamentary framework, commending its advancements in governance reforms and legislative efficacy. They articulated aspirations to incorporate successful elements from the Kenyan model, particularly in areas concerning staff welfare and legislative processes. “If we are to undertake significant reforms, we must look to Kenya. We have learned invaluable lessons from this visit,” concluded MP Wani.

The visit of South Sudan’s legislative delegation to Kenya underscores their commitment to enhancing parliamentary effectiveness through shared learning experiences.
