Ethiopia: Current Status of Refugees and Asylum-Seekers as of February 2025

Ethiopia is the third largest refugee-hosting nation in Africa, providing refuge to over 1 million individuals, primarily from South Sudan, Somalia, and Eritrea. The recent armed conflict in Sudan has led to an influx of forcibly displaced persons. In March 2024, the government began issuing digital identity documents to facilitate the inclusion of refugees within the national framework.

Ethiopia ranks as the third largest host of refugees in Africa, accommodating over 1 million refugees and asylum seekers, predominantly from South Sudan, Somalia, and Eritrea. The situation has intensified since the outbreak of armed conflict in Sudan in April 2023, leading to a significant increase in the number of forcibly displaced individuals entering Ethiopia.

On 6 March 2024, the Ethiopian government’s Refugees and Returnees Service (RRS) partnered with the National ID Program (NIDP) and the United Nations High Commissioner for Refugees (UNHCR) to initiate the issuance of digital identity documents. This initiative aims to promote the integration and inclusion of refugees within the national system, thereby improving their access to services and resources.

Ethiopia continues to play a critical role in hosting refugees from neighboring countries, responding effectively to increasing numbers due to regional conflicts. The introduction of digital identity documents by the government, in collaboration with international organizations, highlights a commitment toward enhancing the welfare and integration of refugees into Ethiopian society.
