They also called for the reopening of UN and International Committee of the Red Cross offices, sanctions against responsible Azerbaijani officials, and investigations into ethnic cleansing in Nagorno-Karabakh. Furthermore, they proposed conditions for future EU-Azerbaijan agreements based on human rights improvements.
