Esmaeil Baghaei, the spokesman for Iran’s Foreign Ministry, lauded the announcement as a vital and significant measure for achieving durable peace within the South Caucasus region. He further conveyed hope that the two nations would address remaining issues through dialogue and finalize the agreement swiftly.
On Thursday, Armenia and Azerbaijan announced their consensus on the peace deal’s text, with Armenia agreeing to relinquish its claim to Karabakh. Azerbaijani Foreign Minister Jeyhun Bayramov announced, “The negotiation process on the text of the peace agreement with Armenia has been concluded,” noting that Armenia accepted Azerbaijan’s terms on previously contentious articles of the treaty.
Armenia’s foreign ministry corroborated this, stating, “Negotiations on the draft agreement have been concluded” and that “the Peace Agreement is ready for signing.” Armenian Prime Minister Nikol Pashinyan emphasized the importance of this development, stating his country is “ready to begin discussions on the place and time for signing the peace agreement,” and he asserted that the agreement represents a necessary compromise.
Despite the progress, Pashinyan pointed out that two issues in the draft remain unresolved, one of which is the “non-deployment of third-party forces” along their shared border. Additionally, there exist disagreements regarding mutual withdrawals of legal cases from international courts. The historically contentious region of Karabakh has been the focal point of multiple conflicts between Armenia and Azerbaijan, notably during the significant confrontations of 2020 and in the 1990s, with international recognition favoring Azerbaijan’s sovereignty over the area.
