Mohamed Abushahab, the UAE’s permanent representative to the United Nations, has urged the Security Council to classify conflict-related sexual violence as a distinct criterion within the sanctions regime concerning Sudan. He emphasized the emergence of 221 verified instances of such violence, including cases involving children under the age of one. Abushahab made this statement during a briefing on Sudan, advocating for increased international pressure on the conflicting parties to engage in negotiations and facilitate humanitarian aid access.
The ongoing conflict in Sudan, ignited by a power struggle between the paramilitary Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF) in April 2023, has resulted in a severe humanitarian crisis. Over 12 million individuals have been displaced, and tens of thousands have lost their lives as a result of this unrest. UNICEF Executive Director Catherine Russell reported to the Security Council that there has been an 80 percent increase in the number of individuals at risk of sexual assault, including women, girls, and increasingly, men and boys.
Abushahab condemned all forms of sexual violence, asserting that accountability for such acts must be upheld, both in Sudan and globally. He stressed that survivors must receive essential support, including mental health services, noting that the need for such aid will persist long after hostilities cease. Furthermore, he called upon the international community to exert pressure on the warring factions to initiate discussions aimed at a permanent cessation of hostilities and to ensure humanitarian aid flows freely to affected civilians.
