UN Security Council Urged to Address Urgent Crisis in Goma, DRC

In an emergency UN Security Council meeting, Deputy Head of MONUSCO, Vivian van de Perre, highlighted the urgent humanitarian crisis in Goma due to clashes between M23 rebels and Congolese forces. With over 178,000 people displaced and rising risks of violence against civilians, she called for immediate international intervention and a political resolution to the conflict, emphasizing that military action alone cannot suffice.

The UN Security Council convened an emergency meeting in response to the crisis in Goma, the eastern capital of the Democratic Republic of the Congo (DRC). Vivian van de Perre, Deputy Head of the UN Stabilization Mission in the DRC (MONUSCO), delivered a briefing emphasizing the urgent need for international intervention to cease hostilities between Rwanda-backed M23 rebels and Congolese forces, who are fighting for city control.

The violence has triggered significant displacement, with over 178,000 individuals fleeing the Kalehe territory after M23’s takeover of Minova. As a result, more than 34,000 internally displaced persons (IDPs) have sought refuge in overcrowded sites in Goma, further straining the city’s resources and infrastructure.

Ms. van de Perre reported that the M23, in collaboration with Rwandan troops, intensified attacks on Goma despite previous warnings. Such assaults have caused civilian casualties, heightened displacements, and created widespread trauma. MONUSCO’s role in providing safety has become critical as many refugees, including surrendered officials and armed elements, seek shelter within its bases, which are currently overwhelmed.

Inadequate safety measures for UN personnel have been highlighted as mortar attacks have recently targeted MONUSCO facilities. Compounding this issue, damage to water supplies has further jeopardized the security and operations essential for the peacekeeping mission. Despite challenges at the Goma airport, MONUSCO is facilitating urgent medical evacuations for injured individuals, maintaining support amid operational disruptions.

The ongoing conflict aggravates the vulnerability of women and children, with increased risks of sexual and gender-based violence. Ms. van de Perre appealed to all parties for protection of civilian lives, access to essential services, and prevention of sexual violence. She urged, “Let us please draw on our humanity and do our utmost to bring an immediate end to such levels of violence and suffering.”

Finally, she called for humanitarian corridors to connect key areas and stressed that military force alone would not resolve the crisis. A political solution, such as resuming the Luanda Process with Angolan government oversight, is essential to prevent further escalation, including the possibility of a third Congo war. The briefing concluded with a strong call for coordinated international action to address the dire situation in Goma, highlighting MONUSCO’s integral yet challenged role in protecting vulnerable populations.

The crisis in Goma requires immediate international attention to halt the violence and support humanitarian efforts.
