The Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), Amb. Maj. Gen. (rtd) George Owinow, expressed significant concern regarding the current state of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) during his address to the African Union Peace and Security Council. He indicated that this agreement is facing its most serious challenges since its signing in September 2018.
Emerging reports from January and February indicated violent clashes among forces belonging to signatory Parties in Western Equatoria and Western Bahr el Ghazal States, followed by further conflicts in Nasir County, Upper Nile State. As a result of these developments, political tensions in Juba and across the nation have intensified, prompting an urgent call for measures to prevent escalation.
Amb. Owinow advised the African Union Council on the necessity for the Parties involved in the R-ARCSS to avoid provocative actions and to engage in constructive dialogue while presenting a unified front. He emphasized that the Parties should cease any actions that erode trust in the peace process while urging for the reactivation of security mechanisms to foster stability.
Moreover, the Chairperson highlighted the importance of prioritizing the unification of forces, accelerating the Disarmament, Demobilization, and Reintegration (DDR) processes, and advancing the constitutional framework and preparations for free, fair, and credible elections slated for December 2026. He also recommended activating existing support mechanisms, such as the Panel of the Wise, to foster dialogue and reconciliation among the Parties.
