Rwanda and Uganda military commanders convened a meeting to assess security along their border, address challenges, and enhance cooperation between border communities. On March 20, 2025, military commanders from the Rwanda Defence Force (RDF) and Uganda Peoples’ Defence Forces (UPDF) gathered in Mbarara, Uganda, for their fourth Proximity Commanders’ meeting. The session aimed to evaluate the current security situation along the Rwanda-Uganda border and address challenges impacting local communities. Notably, this meeting coincided with the arrival of UPDF Chief of Defence Forces Gen. Muhoozi Kainerugaba in Rwanda.
Brigadier General Pascal Muhizi from the RDF led the Rwandan delegation, while Major General Paul Muhanguzi represented the UPDF. The meeting also featured Colonel Emmanuel Ruzindana, the Rwanda Defence Attaché to Uganda. During the three-day conference, participants reviewed measures taken since the last meeting to combat illegal cross-border activities and various security threats, striving to improve the safety of border communities.
According to a statement from the RDF, the delegations explored strategies to promote collaboration and mitigate illegal activities across the border. Major General Paul Muhanguzi expressed appreciation for the support from both nations’ leadership, emphasizing the importance of these discussions in fostering a secure environment conducive to community prosperity. Brigadier General Muhizi echoed this sentiment, underscoring the positive outcomes of prior meetings in tackling cross-border issues.
Before the official proceedings, both delegations visited the Ntungamo District, where local leaders welcomed them. Ntungamo District Chairman Samuel Mucunguzi praised the ongoing security meetings, acknowledging their contributions toward resolving shared challenges and enhancing socio-economic cooperation between the bordering communities.
