Renata Ram, a UNAIDS Pacific adviser, has highlighted that Fiji currently faces significant challenges in addressing the issues of HIV/AIDS and drug use. According to Ms. Ram, this lack of skills and prioritization has resulted in an increase in HIV/AIDS cases within the country. Historically, she notes that, in 2012, the funding for HIV initiatives decreased, with HIV previously deemed less critical in comparison to other health issues, such as non-communicable diseases (NCDs).
At that time, it appeared that Fiji had the HIV epidemic under control. However, she emphasizes that this control was not sustainable due to myriad additional health crises, including the NCD crisis, dengue outbreaks, Zika virus occurrences, and natural disasters. This diversion of resources towards pressing health issues led to a gradual neglect of HIV initiatives within the Ministry of Health.
Moreover, Ms. Ram points out that Fiji’s health system is not robust enough to effectively manage these challenges. Although indications of drug use surfaced around 2018 and 2019 primarily concerning drug trafficking, it was initially perceived as a problem limited to specific groups, such as individuals with disposable income and sex workers. Recently, however, the issue has expanded, indicating a broader and more complex crisis in the country.
The situation arises from several interrelated factors rather than a lack of diligence from officials. The complexities of health management and the competing demands of various health issues have made it increasingly difficult for the Government to adequately address the rising challenges posed by HIV/AIDS and drug use in Fiji.
In summary, Fiji is currently grappling with a growing HIV/AIDS epidemic and escalating drug use, exacerbated by institutional challenges and insufficient prioritization of these issues. The historical neglect following the decline in HIV funding, coupled with competing health crises, has led to a weakened focus on HIV initiatives.
